The programme, that began in October last year, aims to restore 100 already existing but “dysfunctional” toilets, across government schools in 5 Indian states.

New Delhi: A new campaign focuses on the restoration in schools in India of already built sanitary infrastructure, which is in a “dysfunctional” state, instead of building new toilets.
US-based personal care company, Kimberly-Clark (K-C) in collaboration with city-based NGO, Charities Aid Foundation (CAF) recently launched the ‘Toilets Change Lives’ campaign here, seeking to create awareness about the need of spreading adequate sanitation through renovation. Toilets in schools.
The program, which started in October last year, aims to restore 100 already existing but “dysfunctional” toilets, across government schools in 5 Indian states – Delhi-NCR, Uttar Pradesh, Telangana, West Bengal and Maharashtra.
According to Achal Agarwal, President K-C, Asia Pacific Region, the issue of sanitation must be distected into three parts – building the toilet, maintaining the toilet and keeping people on the toilet, the latter being the biggest challenge.
“We tried to find the right way to influence the issue. Sanitation and we found a sweet spot in government schools. 90 percent of the schools had toilets but 40 percent were not used or were called dysfunctional.
“If the 40 percent can be maintained and we then build the mindset to use the toilet the right way and sanitation everywhere, then we can sustain this effort,” says Agarwal.
Besides the basic work of infrastructural restoration, the program, says Agarwal, wants to serve as an agent of change in the long term by influencing the young minds who will spread the word and thus make a difference.
“Our NGO partners work with schools to create a mindset. If you instill the ideas of a healthy mind and a healthy body at such an early age, it will never leave their minds.
“What we need to do is ensure that those toilets are maintained, so that these children use the toilets at school and when they go home, they demand similar toilets from their parents in the community and then they bring about a change in the community. what we’re after,” he says.
The primary factors that contribute to the dysfunctionality of these toilets include broken and damaged floors, intermittent water supply, poor lighting, and broken doors among others.
“Often the doors have broken locks and cannot be closed due to which adolescent girls refuse to use the toilet,” says Shweta Shukla, Director Communications and Government Affairs, K-C.
K-C and CAF say they have already restored 40 percent of toilets in government schools, and are looking to pilot in Anganwadi areas in Pune and Uttar Pradesh, while expressing an interest in expanding the campaign to other affected areas in the country.
They say that a dedicated team in collaboration with local institutions such as panchayats and municipalities will monitor the progress of the initiative and ensure sustainable use of the toilets.
